Frans has conducted multiple management consulting projects at various public –and municipal institutions during his career as a management consultant. This included writing and reviewing multiple integrated development plans and other reports for municipalities, as well as strategic plans and policies for national – and provincial departments. Frans also assisted clients in the public – and municipal sectors to implement performance management systems.Frans has been a part-time university lecturer in Public Administration and Management between 1996 and 2016. He has also offered multiple training sessions to working public – and municipal officials during his career as a management consultant.
